These ammo pouches were originally designed and produced by the CIA as sterile equipment for use in South East Asia, not unlike the ammo pouches, poncho liner, poncho, sleeping bags and rucksacks produced by CISO in Okinawa. They were subsequently adopted by the Royal Laotian Army. They can be seen on photos of Special Forces teams in Thailand from the 46th Special Forces Group as well as in Laos by members of Project 404, a training team for the FAR (Forces Armee Royales) in the early 1970s.
The pouches are in a khaki canvas, not unlike WW2 British webbing and hold two 20rd M16 magazines, they are held on the belt with a simple loop.
